To cultivate Macao talents with broader knowledge on business management and international perspectives, Macao SAR Government is committed to supporting qualified Macao residents to study advanced MBA programs run by world's top business schools and obtain cross-sector interdisciplinary business knowledge, so as to elevate top management talents of innovative, global strategic thinking.

  1. 1-10 Schools on the list were world’s top 10 EMBAs ranked by Financial Times in 2017, and 11-13 are partner institutions of the committee.
  2. The grantee must complete the course and obtain a master-degree certificate.

5 at most

VI. Relevant Scholarship:

The amount of the scholarship is MOP$200,000 for each grantee. It will be distributed in a lump sum and bank-transferred from the Macao Foundation to the individual account owned by the grantee in a bank in Macao. (Transferred date: no later than December 2018)

VII. Period for Applying:

April 3 to September 30, 2018 (Macao time)

VIII. Qualification for Application:

  1. Macao Permanent Residents;

  2. Received a minimum of 3 consecutive education years during high school to university period in Macao, or worked at least 3 consecutive years in Macao;

  3. Hold neither an equivalent of or a higher degree than that the funded courses pertain; and

  4. A legitimate student in 2018 academic year /qualified to be enrolled in the 2018/2019 academic year into the courses specified in Article IV.

IX. Application Procedure:

A qualified applicant shall complete the following steps before September 30, 2018: Log in to the Talents Development Committee website at https://www.scdt.gov.mo/. Click on the Program icon to enter the Scholarship Application System, fill in the table and submit the following information:

A. A copy of Macao Permanent Resident Identity Card;
B. A copy of the certificate or transcript issued by the applicant’s high school or university to show that the applicant has received a minimum of 3 consecutive education years during high school to university period in Macao; or an employment certificate issued by related employers, to prove a minimum of 3 consecutive years of employment in Macao;
C. A copy of the certificate of bachelor’s degree (or above);
D. A copy of the report of Grade Point Average (GPA);
E. Personal Résumé (work experiences on Management required);
F. Letter(s) of recommendation (recommended by a current employer or industry representative, accompanied by the profile of the referred employer, including details about the business area, number of employees, etc.);
G. An Admission Letter of enrollment into the 2018/2019 academic year program , or an education certificate of 2018;

X. Selection, Confirmation and Publication of the Results:

  1. According to the selection criteria of the Talents Development Committee, a maximum of five eligible applicants will be selected;

  2. Macao Foundation shall confirm the above selected results;

  3. The grantees shall be published on the website of the Talents Development Committee in November 2018, and shall be notified by telephone and e-mail.

XI. Documents Submitted for Funding Confirmation:

The following documents shall be submitted to the Talents Development Committee within 15 days after publication of the grantees:

A. A statement of accepting the Scholarship and its related liabilities;
B. A copy of the passbook of a Macao bank account (the page attached with name and account number of the grantee);
C. A résumé printed through the “Talent Information Registration” system.

Note: Overdue submittal will be regarded as abandonment. Unless in the case of force majeure or special circumstances, the abandoner shall be prohibited from participating in the activities of the Committee within two years:

XII. Obligations:

Grantees must comply with the following obligations:

  1. The grantee shall NOT receive grant or scholarship issued at the same time by any other public entity in Macao;
  2. The grantee shall complete the courses and the thesis within the minimum length of his/her study period, and submit a copy of the Master Degree Certificate to the Talents Development Committee within 6 months after obtainment;
  3. The grantee shall work in the program-related field in Macao for the period specified below, within 6 months after obtaining the Master Degree.

   3.1 When applying for the funding, if the then-applicant is studying the courses specified in Article IV and the remainder of the courses lasts less than a year, the required working period will be 3 years;

   3.2 In other cases, the working period is 2 years;

   3.3 For special cases, the grantee shall submit a written statement in advance to the Talents Development Committee. With the committee’s consent, the grantee may delay the obligation with a maximum of 1 year.

XIII. Consequences of Violation

If the grantee fails to comply with the obligations set forth in this regulation,  or if any false statement or omission of fact is found in the documents submitted, the grantee shall bear the following consequences:

  1. The funding will be canceled immediately;
  2. The grantee shall fully repay the scholarship to the Macao Foundation within 1 year, counting from the date when the grantee fails to perform; for exemption or delay of repayment, the grantee shall apply a written statement, with evidence provided, to the Talents Development Committee;
  3. For any false statement or omission of important facts, the grantee shall bear all legal liabilities.

Note: In case that the regulation is found incomplete, the Talents Development Committee reserves the rights to amend/ interpret the regulation, and retains its discretionary powers.
